Harris, Cindy

Cindy Harris was appointed Deputy Minister, into the role of Secretary to Treasury Board for the Province of Prince Edward Island, in May 2019. She is responsible for overseeing the Information Technology and Shared Services, Corporate Finance, and Risk Management and Insurance Divisions of Government, as well as the activities of Treasury Board. With over 25 years of experience in both the public and private sectors, Cindy brings to her work a wide range of experience in the areas of finance, human resource management, industrial relations, marketing, IT and public policy.    

Cindy began her career in commercial banking, with a focus on small business and agriculture. Her interest in business development inspired a transition into the technology sector; it was here that she would spend the next sixteen years as part of the team that would grow a small start-up company into a successful and competitive player within the national healthcare market.  

Cindy’s public sector experience includes organizing large corporate engagement activities between Veterans Affairs Canada and the private sector, including the creation of the first Veterans Affairs Legacy Award for the Canadian Football League. She has managed funding programs with the Department of Canadian Heritage, including the Aboriginal Women’s Program within the Atlantic Provinces.  

Outside of the office, you will often find Cindy cheering at a sporting event for one her three teenage girls. She has been involved in the management and fundraising activities of a number of sport and community organizations across PEI, including serving as both a member of the Board of Management and the Board of Directors for the 2023 Canada Winter Games. Cindy holds a Bachelor of Commerce degree from Saint Mary’s University, a Master of Business Administration, and a Master of Public Administration, both from Dalhousie University.
