Mail Delivery During Canada Post Strike
The Government of Prince Edward Island is working to ensure that all important transactions with Islanders and businesses continue during the Canada Post service interruption.
Government has proactively planned alternatives to ensure that people and businesses continue to receive cheques and other important information from the provincial government, and that Islanders are still able to make any required payments or submit necessary documents.
Islanders are reminded that tax and fee payments due during the Canada Post service interruption still must be made on time. Electronic Funds Transfer (EFT)
The fastest and most secure way to receive a payment from government is by electronic funds transfer. To receive payments in this way, fill out and submit the Payee Registration form (English) or Formulaire D'Enregistrement du Fournisseur.
What if I do not have an electronic funds transfer (EFT) arrangement in place?
Below, you will find a list of some of the government services, taxes, and benefits along with the alternative measures in place to ensure continued service.

Crop insurance and AgriStability payments
Clients can have cheques delivered or receipts received at district offices. Please phone your insurance office or head office to make arrangements. Head office: 902 836-0435. Clients are reminded that payments can be made via e-transfer or through their online banking.
Department of Environment, Energy and Climate Action
Forests, Fish and Wildlife Invoices
You can pay an invoice in person at any Forests, Fish and Wildlife office or a nearby Access PEI site; or call (902) 368-4700 and pay using a credit card.
Water Testing
Water test results, permits, and approvals will be sent by email. If no email address is available, staff will call to arrange other options. Please include an email address with your drop-off form.
Department of Finance
IFTA Decals
The decals will be distributed at the Taxation and Property Records office in Charlottetown (95 Rochford St., Shaw Building South, First Floor) or arrangements can be made for pickup at the Access PEI sites outside the Charlottetown area.
IFTA returns can be submitted electronically by email to taxandland@gov.pe.ca or dropped off at any Access PEI site. Payments can be made at any Access PEI site, or at our office (address above).
JobsPEI Employment Applications
Where possible, submitting an electronic resume or job application is preferred. Applications may also be sent by fax to (902) 368-4383. Marked Fuel Permits
Renewal applications can be submitted electronically to taxandland@gov.pe.ca or dropped off at any Access PEI site. Issuance fees can be paid at any Access PEI site.
All Other Taxation and Assessment Forms
Forms and applications can be dropped off at our office or emailed to taxandland@gov.pe.ca.
Taxes and Fees
If you do not have electronic funds transfer (EFT), you have the following options:
- drop off payments by cheque in-person at the Taxation and Property Records office in Charlottetown (95 Rochford St., Shaw Building South, First Floor)
- Make a payment by cash or cheque at any Access PEI site.
- Make a payment at your bank or via internet banking through your financial institution.
Pensions
If you are a pension recipient who has not set up Direct Deposit with the Pension Office, you can arrange to pick up your cheque by calling 902-368-4200.
Once arrangements are made, pension cheques will be made available at the Pension Office in Charlottetown (16 Fitzroy St., Sullivan Building) or at a nearby Access PEI location.
Vendors
If you are a vendor of provincial government without EFT, please call your contact person at the applicable department to make arrangements to pick-up your payment at a nearby Access PEI site. Your ID will be required for pick-up.
Department of Health and Wellness
Chief Public Health Office (CPHO)
- If you are expecting a new or renewed food premises license, please contact the office at 902-368-4970 for pickup
- For clients seeking any licenses and permits issued by the CPHO, please contact the office at 902-368-4970 for pickup.
Health PEI
Health Cards
- If you are expecting a new or renewed Health Card, you can call the Medicare Office at 1-800-321-5492 and arrange to pick up the card at the nearest Health PEI location or Access PEI site.
- New applications for a Health Card can be done:

- By downloading the forms and dropping them off at the Medicare Office or any Access PEI site
- By booking an appointment at Access PEI
Health correspondence
You will be sent health correspondence by e-mail, fax, text, or phone, where appropriate.
Medical Appointments
Patients will be reminded of appointments and follow-ups by e-mail, text, or telephone.
Patient Health Records
All essential health-related correspondence, including patient information, will be delivered by secure electronic file transfer, email, fax or private courier, as appropriate.

You can pick up property and development permits at any Land Division office. Or, apply for development and building permits online.

Maintenance Enforcement Program (MEP)

Court of Appeal/Supreme Court
Documents such as default divorce judgements, transcripts, notices of case management, pre-trials or trials, and defences in Small Claims will be emailed when addresses are available or couriered to the relevant address.
Sheriff Services
Department of Justice and Public Safety staff will contact debtors to make payments arrangements, either in person or via e-transfer.
Monthly Provincial and Supreme Court Payouts
Victims, agencies and municipalities will be contacted wherever possible to arrange for cheque pick up. Those who may be impacted are encouraged to contact the relevant court to arrange for pick up of payment.
Fraud Prevention
Are you a victim of a scam? if you have given money or personal information to a scam, call local police for advice.
Department of Social Development and Seniors
AccessAbility Supports Payments
Clients without EFT can pick up cheques at their local Social Programs office. Clients must present one piece of current identification to pick up their cheques. Individuals picking up cheques on behalf of others must provide written authorization.
For clients in remote areas or with special needs/accessibility issues, alternative arrangements (such as special pickup times or delivery) may be made with their Support Coordinators.
Clients can contact their individual Support Coordinators or call 1-877-569-0546 for more information or additional assistance.
Child Care Subsidy Program Payments (for Private Sitters)

Innovation PEI and Finance PEI
Anyone unable to accept electronic funds transfers are asked to go to 94 Euston Street or can call (902) 368-6300 for further assistance.
Department of Transportation and Infrastructure
Vehicle registration
Visit any Access PEI location or call 1-833-734-1873 to renew your vehicle registration. Renewing vehicle registrations online is unavailable during the Canada Post strike. New vehicle registrations must always be completed in-person at Access PEI.
Some vehicle registration renewals may be delayed in the mail. To have your registration reprinted, call 1-833-734-1873 and pick it up at your preferred Access PEI location.
Driver’s licenses and voluntary identification
Renewing your license or ID can be done in-person at Access PEI or online during the Canada Post strike. First-time driver’s licenses and voluntary IDs must still be applied in-person at Access PEI.
When renewing online, you can choose to have it couriered to your home address for $26.45 when paying the renewal fee. Or you will be contacted to pick it up at your preferred Access PEI location, if you renewed it online or in-person.
Some licenses and IDs may be delayed in the mail. You will be contacted to arrange pick up of recently ordered driver’s license or voluntary ID at your preferred Access PEI location. For information, call 1-833-734-1873, but please contact us after 14 business days from the renewal date, as we will have more information to share by then.
