Evaluation of Police Review planned for 2021

The Department of Justice and Public Safety has issued a request for proposal (RFP) to conduct a mid-point evaluation of the 2017 police review.

The police review resulted in 17 recommendations to strengthen crime prevention efforts, such as enhanced coordination of public safety services as well as improvements to policing services across Prince Edward Island. 

“Islanders should feel safe in their communities. Since the 2017 police review, a lot has changed in what society expects of law enforcement. That’s why it’s important to have a mid-point evaluation to make sure that government’s efforts for policing are in line with the realities of today.

The successful proponent of the RFP will provide the Department of Justice and Public Safety with a qualitative review that will inform on priorities and identify new opportunities. 

“This evaluation gives all Islanders, including municipalities and law enforcement partners, the opportunity to share their perspectives on the future of policing initiatives and priorities in our province. It will help chart a path forward to tackle crime and ensure Island communities are healthy and safe. I’m confident that this work will help improve Islanders’ quality of life,” added Thompson. 

Interested organizations can submit their proposals online by January 22, 2021.

Backgrounder

The Police Review was presented to the Minister of Justice and Public Safety in the winter of 2017. 
A series of committees were struck to develop a work plan to consider the “Review” recommendations and commence action to implement prioritized recommendations.

Police Review Steering Committee, Chaired by the Deputy Minister and Deputy Attorney General

• Chief Administrative Officers of municipalities with Police Services;
• Chief Administrative Officers of municipalities contracting municipal policing from the RCMP;
• PEI Police Commissioner;
• Senior Vice President from the University of Prince Edward Island; and
• Senior Vice President from Holland College.

Police Leadership Committee, chaired by the Director of Public Safety

• Municipal Police Chiefs;
• RCMP Commanding Officer;
• Security Services Manager, University of Prince Edward Island;
• Executive Director, Federation of PEI Municipalities;
• Labor representative from the Canadian Union of Public Employees and the Charlottetown Police Association; and
• Member representation from the PEI Police Association, RCMP civilian staff and RCMP Member.

Working group committees were established with representation from police leadership, police membership and subject matter experts in the following areas:

• CAD/Radio/RMS Working Group;
• Communications Working Group;
• Security Clearance Working Group;
• Electronic Ticketing Working Group.
