Life License Qualification Program (LLQP)

On January 1, 2016, insurance regulators across Canada, implemented a streamlined and updated entry level qualification program for new life insurance agents and new accident and sickness insurance agents. This initiative was called the Life License Qualification Program (LLQP) and it involved replacing several different provincial educational standards with one common standard that is now being used across Canada.

Completion of the ​applicable Life License Qualification Program (LLQP) modules and passing the LLQP exam is required in order to sell life and/or accident and sickness insurance products in Prince Edward Island.

What is the LLQP?

The LLQP is the education program required to obtain your license to solicit and sell life and/or accident & sickness insurance products. The LLQP education program consists of four modules:

  • Module 1 – Accident and Sickness Insurance
  • Module 2 – Ethics and Professional Practice
  • Module 3 – Life Insurance
  • Module 4 – Segregated Funds and Annuities

There is an examination for each module. The passing mark is 60 per cent.

Two types of licenses are available through the LLQP:

  1. Accident and Sickness Insurance Agent License - To obtain your Accident and Sickness Insurance Agent License you must successfully complete the following modules: 

    • Accident and Sickness Insurance module; and

    • Ethics and Professional Practice module

  2. Life Insurance Agent License - To obtain your Life Insurance Agent License you must successfully complete all four modules.

LLQP Exam: Information and Registration

Upon successful completion of the LLQP modules, you must write the LLQP exam prior to applying for an insurance agent license. The LLQP exam is provided exclusively online through our approved external exam provider – Durham College.

In order to register for the LLQP Exams you must: (1) meet the LLQP Exam Prerequisites; and (2) Registry and Licensing Services must confirm that you are eligible to write the exam.

    (1) LLQP Exam Prerequisites

    Prior to writing the provincial LLQP module exams:

    1. You must have successfully completed the required pre-licensing LLQP training modules through a nationally accredited LLQP course providers; and
    2. You must have a CIPR (Canadian Insurance Participant Registry) number; and
    3. You must have valid confirmation of successful LLQP module completion within the last 24 months by an approved course provider;

    You must write the LLQP exam within 24 months of successful completion of the LLQP modules.  

    (2) Confirmation of Eligibility

    Fill out the LLQP Exam Eligibility Confirmation Request webform to confirm your eligibility. You will be asked for the following information:

    • Legal Name (must match your CIPR registration)
    • CIPR Number
    • Address
    • Email Address
    • A copy of your government issues photo identification (e.g. driver's license, voluntary ID) - Upload field provided.
    • Program completed (ie. Accident & Sickness or Full LLQP)

    Where can I write my LLQP exams?

    All LLQP exams are now written online through our approved external provider – Durham College. In-person exams may be considered by special request.

    How much does the LLQP course cost?

    The course provider will offer details of the LLQP course requirements and associated fees. A list of nationally accredited LLQP course providers is available on the Canadian Insurance Services Regulatory Organizations (CISRO).

    What is the LLQP Exam Schedule?

    • All LLQP exams are now written online through our approved external provider, Durham College. View the Durham College online exam schedules.
    • In-person LLQP exams are no longer being scheduled. Special requests may be considered for an in-person exam.

    What happens if I fail an LLQP Exam module?

    • Candidates can write a module up to three times before there is a mandatory waiting period.
    • There will be a waiting period of six months after the third attempt (measured from the date of the third attempt).
    • You must write the LLQP exam within 24 months of successful completion of the LLQP module.

    I am trying to register for my exam on the Durham College website but I keep getting an error. Can you help me?

    • The most frequent error we encounter is the failure to email licensing@gov.pe.ca to certify your eligibility to write the email (see above instructions).
    • Durham College publishes a list of errors on the terms/policies section of their website. Please review to see if you are able to troubleshoot.
