Financial Assistance Appeal Panel

To hear appeals regarding the financial aid given to those under the Long Term Care Subsidization Act.

What is the function of the organization?

The Director shall provide advice and assistance to the Minister with respect to the administration and enforcement of the provisions of this Act respecting the determination of who a person in need is and the calculation of financial assistance that may be provided, in accordance with the regulations, and shall:

  • (a) oversee the operation and delivery of financial assistance under this Act; and
  • (b) monitor and evaluate service delivery under this Act.

How many people are in the organization?

The Panel shall be composed of not more than three members, appointed by the Minister, on an ad hoc or as required basis. The Minister shall, where applicable, appoint a chairperson of the Panel from among its members to act for the duration of an appeal. Upon receipt of a notice of an appeal, the Minister shall, within 30 days, convene a Panel of not more than three members to hear the appeal. The Panel shall commence a hearing of the appeal within 15 clear days after receipt of the notice of appeal.

What are the requirements of organization members?

Formal Qualifications
Ability to interpret and apply Act.

Work & Experience Requirements
A strong knowledge of the Long Term Care Subsidization Act and its regulations.

Skills Required
Consistent with material role (shown above). Tribunal skills are necessary.

What are the nomination requirements?

Statutory Nomination Requirements
The Minister shall appoint all members.

Will I get paid?

Chair - $161/diem and Members - $109/diem.

What is the time commitment of the organization?

Sporadic (depending on number of cases requiring a review). In recent years, no cases have required a financial review.

Appeals are sporadic and must be acted upon within the stated time as stated above. The length of the term is not stated but in practice the term is two years. Likewise, reappointments are not stated given the nature of an appeal panel. However, reappointments are usually two terms in practice like other boards.
